The refreshed action group still fails the repository fail-closed publish-workflow digest contract after changing action SHAs. This PR remains open for maintainer review; it must update the reviewed digest together with the action pins before merge. |

Dependabot updated the Actions used by Publish while the reviewed executable-workflow fingerprint still described the old pins. Every bot rebase therefore failed the same contract tests. This PR coordinates the three reviewed Action updates with their matching Publish fingerprint and adds regressions that still reject an unreviewed full-SHA pin for each Action.
The workflow diff changes only Action pins: setup-node 7.1.0, upload-artifact 7.0.2, and download-artifact 8.0.2. Permissions, publication commands, tag and OIDC boundaries, approvals, and monitoring/release retry budgets are unchanged. RELEASING.md now documents the coordinated review required for future updates.
Upstream review: setup-node, upload-artifact, download-artifact. All three SHAs match their official version tags and retain Node 24 Action runtimes; download-artifact retains digest-mismatch=error.
Validation: npm ci and npm run verify passed on Node 24.22.1, including 587 tests, formatting/lint/types, package and example checks, mocked live contracts, packed fixtures, minimum/locked/latest OpenAI compatibility, actionlint, historical scans, and standalone verification. Independent read-only review confirmed that the parsed workflow definitions change only the 20 Action pins and that arbitrary Action SHAs still fail the fingerprint gate.
